Immigration, Refugees, and Citizenship Canada (IRCC) has issued 676 Invitations to Apply (ITAs) in the latest Express Entry draw, focusing on the Provincial Nominee Program (PNP). Candidates needed a minimum Comprehensive Ranking System (CRS) score of 705 to qualify.
In November, Canada held six Express Entry draws and issued 5,507 Invitations to Apply (ITAs) for permanent residence (PR).
In previous months, Canada invited candidates from the Canadian Experience Class (CEC) and the Provincial Nominee Program (PNP) in regular draws. Experts expect this trend to continue, especially with the new “In-Canada” focus category. This category will target CEC candidates, as well as people from other regional programs. It may also include Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP) candidates.
The new Immigration Levels Plan has set a target of 82,980 PR admissions for this category. This accounts for more than 40% of all planned admissions in 2025.
Candidates who are fluent in French may also see more ITAs in 2025. The government plans to increase the number of PR admissions for French speakers outside of Quebec to 29,235. This number will keep growing in 2026 and 2027 as part of Canada’s Francophone immigration strategy.
